aron Von Lodge was the head of a small country known as Lilliland near Switzerland. The time was the early 1900s.
Lilliland is situated next to a large lake called Castle Lake that is over a mile wide and seven miles long. While Lilliland is in the Alpine Mountains and most of the activities involve skiing, hiking, climbing, camping and other mountain activities, there are also a lot of sail boating activities on Castle Lake.
The Baron was always very concerned about the weather on the mountain ski trails. The ski rescue patrol was among the best in the Alpine Mountain range.
It was called to the Baron's attention that there were more sporting event accidents on Castle Lake than on the Alpine Mountain trails, yet there was no safety rescue patrol for Castle Lake.
During one event, all the weather reports said that it would be a perfect day around Castle Lake for the sailboat race. The sailboats would start in front of Lilliland Castle and follow the course marked off by buoys around the lake for a total of twelve miles. While out on the lake, a sudden storm came up and capsized half of the boats that were in the contest. There was no safety patrol and all of the other boats in the contest had to stop the race and give aid to the injured sailors. The result of this event made the Baron quickly establish a Castle Lake Safety Patrol. All boaters would have to register their trip plans with the safety patrol and would have to carry onboard safety floatation vests and flairs in case help was needed. Everyone in Lilliland who liked boating appreciated the Baron's thoughtfulness in providing help for boaters in need.
