aron Von Lodge was the head of a small country known as Lilliland near Switzerland. The time was the early 1900s.
Lilliland was a quiet peaceful country where the people enjoy the typical life associated with the Alpine Mountains activities, hiking, horseback riding, skiing, and boating in the large Castle Lake. Crafts, farming, trades, and service to vacationers are the most popular occupations.
The Baron was informed that as of late there were a lot of children out in the streets after dark. The people driving by cannot often see the small children after dark or at dusk. If the driver cannot see the children, there is liable to be an accident and someone could get seriously hurt. One such incident occurred when two children were playing in the street when they should have been in the house. A car went by and the driver did not see the two children in the street until the very last second. The driver was able to stop just in time. The driver and passenger wondered if the parents permitted the children out after dark. The driver was a member of the Baron's royal staff and at a recent staff meeting the topic of curfew for children came up.
The Baron said that his primary responsibility was to the people of Lilliland. Their safety and health were of paramount importance. The Baron said that he would place a curfew in effect for all small children. When the Lilliland street lights came on as it was growing dark, the children should be off the street and in their homes under the loving care of their parents.
Everyone in Lilliland liked the idea. The people take special care of all the children so that they will grow up and be happy citizens of Lilliland.
